When you push the handle to let it out does the handle and the winch move? If not push a little harder. There is no switch to release so it is based on a clutch in the winch. Another few points: Add something (Rigging tape or tied bungey cord) to prevent the jib hanks from falling into the forestay adjustment hardware and hanging up. Tiller Tamer

I attached the tiller tamer by a clip at each end to the toe rail usually at the last hole.

If you keep the tIller down it works well. Popping it up releaes the tamer quickly.
