Just clean the aluminum thru hull with some 3x steel wool to make sure its smooth and it will seal just fine. Its counter intuitive, but the plug is inserted from the inside of the boat out. Even the "factory" plug is a cam style, squeeze type pressure fitting plug that wont fit if you install it on the outside under the rudder pin. The cam or twist style should both work - you are just installing...

Ronney, There are three battens. All 1 3/8" wide, 1/8 thick tapered to 3/32 at the leading edge. 19 7/8", 16 3/4" and 12" long. Small hole in the trailing end for a small cord or strap to pull the battens out of the pocket. Not sure of the wood species. Brand is " Battencraf...

I have some originals that were made of wood. I'll measure and can take some pics.....I think they may even have a manufacturer printed on the (would be shocked if they were still in business!) I'll check this weekend and post the info...

I have two LS13's. The lever set up might be sim., but dont know if the bilge boards are larger for a 16 - found this boat on CL http://jackson.craigslist.org/boa/2301080618.html you might be able to get them to part out the lever set and bilge boards...dont know if they are a direct replacement.......
