They are either jam cleats or cam cleats. Defender.com has good parts

Some place I remember seeing how to identify the year of the boat by the serial number on the transom, does anyone know where I saw that?

I too had a problem with water inside the well , I replaced both the plastic thru hull fittings, one for the winch cable and one for the sink drain with bronz fittings from Defender.Com. No problems since.
