I'd convert the anchor light (and any others possible) to LED. The power consumption is fractional compared to old incandescents.

when I got my C22 a couple years ago it leaked from the seam inside the fuel locker at the stern. I could see loose silicone caulk at that seem. Water that sloshed into the compartment when backing with the outboard would make it's way into the cabin. I removed the caulk and resealed using spray on ...

the meter is cool, but I'd like to know more about what happens when it fails. Does it shunt power through or make an open circuit. this is absolutely a necessary structure under sail. Take a look at the interior photos of any sailboat and you'll always see this support or the mast comes through the cabin roof and attaches directly to the keel.

I got one that was complete and needing no repair, but minus motor for $1250. Added motor and ready to sail. With the condition you're describing I wouldn't pay more than a $500. Sounds more like a free boat.

I bought the Tohatsu ultra long shaft 6hp for sailboats. Actual measured length is 27" from transom mount to cavitation plate. It's longer than the identical products badged as Mercury or Nissan. It's a great motor for the C22. IMO a 9.9 would be too heavy. I sail the Great Lakes with it.

biggest problem I see is that the cracks/breakage are very close to where the back stays fasten. The pull on the back stays under sail could pull fail unless this area is repaired structurally (not just cosmetic).
