my concern would be those cracks/seams where water is coming in. I'd assume you get air temps often that are below freezing even though the lake isn't freezing over. the foam is probably compromised because the toe rail leaks. I'd address that issue first.

IMO not sure I'd replace the foam. If it's a sealed compartment that should be sufficient as a "safety measure". Closed cell foam will be very expensive and open cell will just become water logged again.

If the marina drilled the proper size hole to drain it, it would be simple to just install a drain plug or other through hull fitting with valve.

hmm, I'd think the stabilizer is an important functional element of the keel design. As a former 30 year mechanical designer it should help reduce the force (wear) on the pivot pin.

if it's severe you may need to remove the toe rail and redo the seal under it. I think there are pictures of this process somewhere on the site.

I had some thing like that. It was the toe rail. I scraped out the caulk/sealant on the top inboard edge of the toe rail and resealed. It stopped.

I think failure on the water could mean the heavy swing keel rips the bottom out of the boat and everything sinks very fast. I'd suspect you'll be removing the swing keel and rebuilding the trunk, or scrapping the boat (sorry). Please error on the side of caution/safety.

One would expect that the keel trunk is formed from wood and fiberglassed. Unfortunately I'd guess that's the wood core and it's rotten. Since the keel trunk is a major structural member I'd think this is very serious and would not use the boat until resolved. Sorry

hmm, my Tohatsu has worked perfect from the beginning. Single pull start. I do use a shot of starting fluid for 1st of the season start. It's critical on these small outboards to prime/squeeze the fuel bulb until it's hard.

the Tohatsu works great because you can get it with "ultra long shaft". transom bracket to cav plate is 27 inches. It's longer than the identical motor branded as Mercury or Nissan.
