I'd probobly try to glue it back down with resin like you would use for fiberglass work, but with either stranded or chopped filler in it for strength. You could just drill a 5/8 jole in the front of your mast, a couple of inches above the show, and below the hole where you wiring comes out, then use your boom as before. Just a guess, but I bet some one put them in there to keep the wires from rattling inside the mast. You don't need to put them back, just put long tie-wraps on the wires and that will prevent them.
