Welcome! I owned a C-20 for a while and really liked it. Don't think you could fine a larger cockpit on any boat. I used a Sears game fisher 5hp on mine and it worked very well. Cut it baby cut it, You will find the wood backing plate is encased in fiberglass and the wood is rotted. That's the reason the hardware has become loose. Looks like some drilled another hole for the shackle and did not grind off the trashed edge where the old one pulled thru. Your cable wasn't breaking, it was being cut. That's a good find.
