Fixed keel rust and bottom seal

Hi, Purchasing a 77 22 fixed keel. The previous owner put a sealer around the top of the keep where it connects. I am still seeing a little bit of reddish (assumed rust) dripping down on the keel. opinion/ thoughts? I would very much appreciate anyone's input.

My 22 is a swing keel, but IMO if I had a fixed keel and kept it in a slip I'd remove the sealant, dry into the seam with a heat gun and reseal with 5300. If it's trailered I'd leave it unsealed so it drains and drys between use. The red (rust?) stain may/may not indicate any problem.
