Trailer Fenders

I bought a 76 C22 last week and have been struggling to replace the trailer's fenders. The previous owner fashioned fenders out of blue plastic 55 gallon drums 
which rubbed on the tires the entire way home and wore through. The trailer has 225/75 R15 tires on it. I purchased a replacement trailer fender from Tractor Supply today and it will not clear the tire. Anyone have any tips on where I can find a set that will fit?
