Replacing rudder control lines

The lines that keep the kick-up rudder from kicking-up are about to chafe through on my Chrysler 22. Does anyone have any tips on replacing them? Can you do it while the boat is in the water? Should the rudder be in the up or down posistion? Thanks for any advice.

I replaced mine over the winter while the boat was dry.
My rudder configuration is "non stock" meaning someone made one, but I cannot possibly imagine replacing the lines while the boat was in the water.
I actually replaced the lines while the rudder was completely off the boat, as I was fairing and painting anyway.
