Does anyone know what this bolt is for?

Does anyone have an idea what this bolt is for? I'm hoping it's a drain plug because for anyone with front porch the size of mine 'taint easy to get back there and suck any water out with the wet vac! I just don't want to fix something I can't quickly unfix!

Also, I know these darn things have been discussed, but has anyone tried to somehow clamp up the lower rudder cup portion of the bearing so that it fits snugly to the top of the stem? How'd it work out? The cup itself isn't cracked, just broken away from the PVC stem. just an idea. i'd like to put the correct repair on the off season todo list.

Looks like a home made drain plug? But why? I say find out what's on the other side, that will tell you what it's for, I doubt that it is OEM.

Thanks all. It's caused me no issue. I was tempted to fool with it to see what the heck was but have been a tad hesitant for fear the it was known OEM and holding something inside down I couldn't see. Just thought I'd throw it out here, since my poking around track record has got me in trouble before :o . I don't want any show stopper surprise projects if I can help it. Fall sailing is a beautiful, fleeting thing here in Michigan and my personal favorite. I'll do my poking around right after deer hunting (which oddly enough, always allows me plenty of time to quietly contemplate sailing and spring maintenance (while I'm not snoozing that is! - LMBAO)
