Mystery device in keel pocket

We have just finished installing new keel hardware in a C-22, and everything went well until the keel was into the pocket about 5", then hit an obstruction. The obstruction was a piece of plastic rod that sticks into the keel cavity several inches. When the keel hardware (plates that hold the keel pin in place) was removed we also removed this device that looked like it had been broken off, and protruded into the pocket a few inches. The entire assembly was replaced, including the plastic rod. The rod was what was stopping the keel from going further.

We removed the entire assembly and finished installing the keel, which took an additional 2 hours. Can anyone identify this device and what function that it serves. We surmise that it must be a bumper that rests against one side of the keel to keep the keel from swinging to far from side to side?????? Would appreciate any info or dimensions.

Crawled under mine tonight.
The plastic rod you speak of seems to push the keel to one side, where it then rubs on the fiberglass. Has anyone put anything on the opposite side to even it out and prevent the abrasion caused by the keel?
