Leaky Lazarette

Greets!
I'm getting ready to put my C22 on it's first mooring but before I do I need to stop a small leak that seems to be coming from the stern seam of the lazarette, where it contacts the transom. I've applied liberal amounts of "Life-Seal" to that seam but when I put water in the lazarette I'm still getting a trickle in the cabin. At the bottom of the lazarette there are two holes, one on each corner, that are partially below the water line and allow free movement of sea water in and out of the lazarette. Is this normal on other C22s? I described it to a guy at West Marine and he thought it was an odd design and suggested I install scupper valves in those two holes. Has anyone else anything like that?
