Portlights, yet again

The topic of Portlights has be done very well here before.
However, during my first fall project, I find myself working on these all but fun "windows".
I came across a enigma, if you will.
My major question here is as follows:
How many of our boats have the portlight screws on the xterior?
I noticed while looking at an old post (no judgement here Alan) that Alan's
fasteners are on the outside of his boat. viewtopic.php?t=2757&highlight=windows
Mine, on the other hand are not. I remember than neither of my other small sailboats in the past had them on the exterior either. A compact 16 and a catalina capri.
Now for the opinion, take it as you may, I feel like there is no way possible that a manufacturer could make this "mistake." I cannot see a time where this would be an advantage. It seems to be 6-8 more leak points to me.
I'm trying to find reason why they could be reversed to moreso prevent leakage.
