Overhaul... blister question

My lack of aptitude for all things relating to hardware I'm sure will become apparent with this question. What size countersink drill bit would best be used to drill out old blisters for bottom repair... without cutting to deep into the fiberglass? Depth would obviously be the key factor here.

The best tool I have found is a right angle die grinder. Paid about $25 at lowes. Get the course 2" grinding disks. They last a long time and give you the ability to feather the edges of the blister. You will find that few of the blisters will be a perfect circle and grinding them gives you the ability to chase down all the little loose fibers under the gel coat. You will need a fairly good compressor to run an the grinder. But it works much better than a Dremel or a 4" grinder.

Thanks for the input... it seems the deeper I get into this overhaul the more tools I need to buy. I guess that's par for the course in the sailing world.
