Diagram of 74 Chrysler Mutt tiller/rudder assembly

I recently bought the above boat and am making some needed repairs. The tiller/rudder assembly does not swing up/descend with the lines at the end of the tiller housing. I've adjusted the pivot bolt so that's not the problem. Anyone have any ideas on making this assembly more user friendly?

Maybe the rudder was refinished and there is to much friction on the cheek plates??

I do not have a MUT so I'm just swinging wildly in the dark!!

Thanks, Scott. The rudder wasn't recently refinished but the previous owner had never bothered with the the swing up rudder assembly as he had a deep water berth, so it's possible the cheek plates have built up gunk. That'll be my next step. Appreciate your reply.
