C-22 Keel stuck in the up position

I launched my c-22 yesterday, and was unable to get the keel to lower. Has anyone experienced this?

Last year I had the wheel bearing come apart and the trailer and boat dropped when the wheel came off. Luckily I was barely moving. Could that impact been enough to jam the winch or keel?

It could be the shackle or fitting jammed in the cable thru hull or if the keel is rusting the rust can expand and jamb it in place.

I think you will need to loosen the upper cap where you find the keel pin.
Theres a neoprine rod that your keel could be wedged.
